Overview of Budget Development Process

With the size of the Helena College of Technology Campus it is easy to include all factions of the campus in the process. This campus begins with a bottom up process. Each Department Head, which includes academic, student services and administrative, identifies the particular needs of their respective department for the up-coming fiscal year. These needs are communicated to the Executive Team. The Executive Team is comprised of the Dean, Associate Dean and the two Assistant Deans. The Executive Team assesses all the needs of the campus and establishes priorities for the campus based on the resources available.

Primary Participants in the Budget Development Process

Department Head

Each Department Head is responsible for compiling the needs of their respective department by soliciting information from the department staff or faculty. This information is forwarded to the Executive Team for budget consideration.

Executive Team

The Executive Team is made up of the Dean, Associate Dean, Assistant Dean for Student Services and the Assistant Dean for Fiscal Affairs. This team is responsible for assessing the needs of the college as a whole and allocating resources accordingly.

Budget Development Schedule

The Executive Team meets on a regular basis throughout the year to review the status of the current budget and to start discussing the needs the college will possibly be faced with in the up coming fiscal year.

November 1999 The Executive Team reviews Fall FTE and revenues for FY00 and discusses issues and concerns that may have a fiscal impact for FY00 or FY01.

February 2000 The Executive Team reviews Spring FTE and revenues for FY00 and discusses issues and concerns that may have a fiscal impact for FY00 or FY01. Begin discussions on the upcoming budget process for FY01. Solicit input from Department Heads on departmental priorities for FY01

March Executive Team develops draft budget for FY01

April Budget presented to Department Heads for comment.

May FY01 budget finalized by Executive Team.
